Last updated: 01/09/2010 // The research "Compensation, transitional justice and conditional international credit in Bosnia and Herzegovina: Attempts to reform government payments to victims and veterans of the 1992-1995 war" by Linda Popić and Belma Panjeta was released on 25 August 2010.

Drawing on qualitative research methodologies, the author provides a detailed overview of payments to war victims and war veterans and their families - including who receives payments, how much they receive, and how much is spent on these payments. The study analyses developments in payments policy since the IMF and World Bank offered conditional credit arrangements to BiH in 2009 and 2010, including the beginning of audits of veterans' payments. A key issue addressed by the study is whether war-related payments in BiH are 'compensatory', according to international human rights principles, or whether they are more similar to welfare payments. Recent reforms to payments are assessed according to their consequences for transitional justice policy, and recommendations are made for future policymaking and cooperation.
