Name changes and personal ID number

After biometric passports are introduced on 6 April 2010 it will no longer be possible to apply for a personal ID number and passport at the same time. All applicants must have a national ID number before lodging the passport application at the Embassy. Such application still has to be presented to Norwegian authorities via the Embassy.

According to regulations in the passport law, the applicant’s personal ID number has to be printed in the passport. The ID number consists of applicant’s date of birth plus a personal number. For children born abroad: Application has to be presented via the Embassy, cf. change of passport regulation §9 ( http://www.lovdata.no/for/sf/jd/xd-19991209-1263.html ).

The parents AND the child have to meet personally at the Embassy with the following documentation:

• International birth certificate including parents’ names (certified by local authorities with “apostille”)

• Certified copies of parents’ passport confirming their nationalities

• International marriage certificate for the parents (certified by local authorities with “apostille”)

The Embassy will consider the citizenship of the child and forward the application to the Civil Registry in order to provide the child with a personal ID number. For persons above 18 years:

For Norwegian citizens born abroad and whose birth certificates are not in English, French or German an authorised translation must be enclosed. Please be aware that application process for a personal ID number is 6 – 8 weeks.
