Financing is often the main challenge to realize projects on energy efficiency and renewables, even though financial institutions are showing an increasing interest for such projects. They are, however, complaining about the lack of “bankable projects”. One of the main reasons for this is that the local decision-makers often, because of little experience, struggle to describe and document such projects in a Business Plan that is acceptable to the demands from financial institutions.
To overcome this barrier, Norwegian programmes on Financial Engineering have successfully been implemented in several countries of Central and Eastern Europe and the CIS for the last 10 years. These programmes are focusing on the development of Business Plans for concrete projects, ready for submission to financial institutions.
Till now, the Norwegian company ENSI - Energy Saving International has implemented more than 30 programmes on Financial Engineering.
This autumn, the Norwegian Ministry of Foreign Affairs commissioned ENSI in co-operation with CENER 21, Centre for Energy, Environment and Resources to implement such a programme also in Bosnia and Herzegovina.
